By default, Storyline publishes at a rate of 30 frames per second. Creating Flash movies that are 30 frames per second will ensure that they play at the correct speed in Storyline. Since Storyline doesn't publish to a single SWF file, I don't believe you're going to be able to modify the frame rate the way you'd like. You can try to lower the frame rate in Flash, itself, but I'm not sure if the results will be appealing.
