I have a dial that turns and points to several characters. It is set up to change the states of each character as it turns and points at each character. They all turn states but when I move the dial from one character to another they do not return to their normal states.
You could put the various characters on layers and call the correct layer as the dial is turned. Or, you need to add additional triggers that not only change the state of the correct character to "on", but also change the state of the neighboring characters (to the left and right) to "off".

I have set the characters to a "Button Set" which should automatically return the characters to their normal state, but it is not working.
Yes, using a button set is another option that should work as long as you use the Selected state for your characters.
