Hi there, SS. I found this post on limiting the number of characters in a text entry field using JavaScript. One of the first comments also offered using a Survey > Essay question where you can actually limit the number of characters. You can format the Slide view to eliminate the "question" field and to format the actual text entry space so that it looks consistent with your course. I'm not sure how you're going to be able to get a blinking effect without having the user Submit the answer and setting up some triggers; you'll need some triggers and variables anyway if you need to make this a graded question.
We can't support JavaScript, but these are some ideas, at least!

Hi Chris,
In my testing it looks like you can enter up to 3,941 characters before the text truncates and begins repeating. Hope that's helpful!
Hi All,
I want to limit the character fields to 8 in my text entry box, as this is an activity on setting passwords....
So I want the a marker on the screen to flash if the user enters less than 8 character limit in the box. Is this possible to do in storyline?
Thanks in advance!

Oh, and a screenshot of the Essay option to limit the character count in the Form view:
