I would imagine a character pack is restricted to a particular license, no doubt someone here will confirm either way. Here is an FAQ with some general info.
Re purchasing, have a chat with Omniplex on 08444 120550 as they are a UK reseller for Articulate.
Each individual would need to purchase the character packs, as the licenses are similar to how Studio and Storyline are license per user, for up to two computers.
