check boxes to control a variable

I have a slide where I want a check box to control a variable, then have a submit button open a new layer and display items that depend on that variable. 

So  I want the learner to be able to toggle the check box and then press submit, and if the bog is checked to goes to true, if it is unchecked it goes to false. 

But if the learners check and then unchecks it, it gets messed up. 

I'm using this logic

set variable to true:
when the state of the check box is selected

set variable to false  
when the state of the check box is visited

the default is set to false. 

But it's not working, if you check and then uncheck the box it does not go back "true."
