I am able to import a screencast video, add closed captions, and add audio with text to speech. When I publish the slide as a video - the closed captioning flicker and you can't read them.
I haven't seen this issue before! Are you able to share your file with us so we can see where/when the issue occurs? Are you noticing this in a specific browser?
