Closing a web element as a layer

So, I've got a course that has five buttons on a slide's base layer. Each button triggers a different layer, and each layer contains a web element. I'm using an HTML file to call a PDF, so in essence, the web element is an embedded PDF. I've added a button to the web element layer that is supposed to hide the layer, thereby returning to the base layer with the other buttons, but that's not working. The Hide Layer button, once clicked, only hides that button; the web element/layer remains.
Is there a better way to do this? The only other thing I can think of is having each of the five buttons on the base layer lightbox to other slides containing the web element/pdf, but I'm open for suggestions as to how I can handle this issue.

have a look at the attached file and here is the published version. I didn't have a pdf handy, so I set up the web ogbjects with URLs, but that shouldn't make a difference. Maybe you just have your triggers on the wrong object?
Thanks for the reply Michael. I should have clarified that it wasn't working in the HTML 5 output. Your file was set exactly as mine was, but there's something that gets lost in Storyline when publishing for HTML5. I used your file and didn't change a thing, and this is the same issue that I'm having with my course.
