It's not a built in color you can change, but if you'd like to see it as a feature in future versions of Storyline you'll want to share your thoughts here with our product development team.

Go to Player>>Color & Effects>>Show advanced color editing.
From the drop down menu go to scroll area. You can then select the different parts of the scroll panel you wish to adjust.
Click on the "player" button (next to preview and publish).
Click on "colors and effects"
Click on "show advanced color editing" (under the color scheme drop down).
Edit item >> Scroll Area ...
You should be able to set colors there!

I've tried to make it as you told me and it makes changes in the colors in the player, but not in the scroll area that you can activate from the insert menu.
Is there another master option which controls the scroll area from the insert menu?
I Know to change the the "shape fil" and the "shape outline" in the scrollbar, but I dont know how to change only the gray scrollbar.

There isn't a way currently to change the grey color of the scrolling panel that's inserted from the Insert menu:
