Can you provide some more detail as to how this interaction is supposed to work. Is this supposed to be a scoreable interaction? I saw a Submit trigger that doesn't do anything.
This is just a guess from what I see, without knowing for sure what isn't working.
The selected state takes precedence over all the other states. So if you want to change the state of a rectangle to disabled, it is disabled, but still has the appearance of the selected state. If you could click it and unselect it, you could see the disabled color. But since it is disabled, you cannot click on it to deselect it.
If that describes your problem, a work around is to use a custom selected state instead of the built-in one. You would have to add your own trigger (Set state to customSelectedState when user clicks), and change all the conditions that refer to selected state.
Then I think you need to move the trigger to change the state to the rectangle being clicked.
I made the changes to Rectangle 3 and Rectangle 12. See if this is what you want.

Thanks for the reply Micheal/Walt. I have attached the updated storyline file with the description of the interactivity. Also i have a slide with the same kind of interactivity for four tabs which is working as needed. Trying to implement the same interaction with six tabs.
