Complete/Incomplete pass to LMS

I am trying to publish a SCORM file to our Moodle-based LMS and have run into a problem. I want the course to be marked complete ONLY if the person has passed the scored test embedded in the course. I took the course, wrote a short quize, set up the results page, and made sure to publish it with tracking set to be base on the results page. While it seems to work and rerports to the student that they have not passed the exam, the LMS still records the results as complete. Is there a special way to tweak the publishing to make sure it doesn't go to the gradebook or transcript as complete when they haven't passed the exam?

you need to set a grade in the grade book so moodle knows what the passmark is
I tried to do that but it didn't seem to work. What factors should I set?

In the grade boo you need to ensure that the pass percentage is equal to the percentage that is set in the Scorm.
In the grade book got to categories and items (simple view) and set grade to pass to your percentage.
In your completion settings for the scorm set it to user must achieve a grade
