I don't know the math behind it and if the scale on the x, y axes is fixed or not. Based on the screenshot, I guess the rotating line could be done with a dial (the line being a custom dial pointer). Here is some info on dials. The circle could be an object with custom states.

Can you share more details, a screenshot or .story file of what you are trying to do?
For example you input numbers and the outputs are plotted points and circle on the graph.
