I took a look at your file, and the initial state of the button is normal - and I don't see any triggers to change the state of the button, other than the normal user clicking on it to make it selected. Is that what you're looking to have the behavior as - could you share a bit more about what you'd like to set up so that we can try and point you in the right direction.
You can only upload one file at a time in a forum thread, so the .png you shared took the place of the .story file. Again with the image, I can see that the state of the button is normal - and that there is no media file assigned to the button either so nothing is going to play or be paused?

In regards to your items essentially "reversing" the behavior - I didn't see anything in the file that would indicate as such which made me wonder if there was something else in the file itself - so I started a new file to test it out and see if I could get a different behavior. You can download my file here.
What you'll see is this version works, the first time - and the piece that is similar to yours is that there is no trigger to return the button back to a normal state and therefore the user gets "stuck". You may want to look at using the method here instead to create a toggle button - this example is for SL1, but it should work in SL2 the same.
Could you explain more about what you're looking to accomplish - you could likely set up controls of your video time using Javascript, and as that's not something I'm equipped to assist with I'd have to defer to the community - so any more information you can provide in terms of what you'd like to do (sample files, screenshots, etc. are always good!) will help ensure that the community can provide you a full answer.

Also, it may help to review the definitions of the button states here, as I see you're using the selected state.

How control a time in video by trigger, something like standard seekbar but meaby is possible to use custom slider or javascript variable.
