Controlling the active window

We’re using Storyline to provide help prompts for another program. When the other program displays an error message, it also sends a URL that opens the Storyline help prompt in a browser window. As a result, the browser becomes active and the user must manually switch back to the other program’s window before clearing the error. This causes confusion for users.
Is there any way Storyline can make another window (other than its own browser) become active?

This sounds like a creative and extensive build in Storyline! Since this is more of a design question, I'm going to hand it over to our community members!
