I don't believe I've seen anyone request this before - but I'm not entirely sure what you're looking to do? There are a few different ways to publish, and each way creates a set of files based on publish type. Could you share a bit more about what you're looking to do with a CSV file and then hopefully we can point you in the right direction or let you know what's possible?
What I would like to do is to pass the e-learning results and details from Blackboard to iTrent. We thought it maybe possible to convert this to csv but perhaps not.

Blackboard should offer an option to download a CSV file

Not within Storyline itself - but as Phil mentioned it may be something you could do within Blackboard.
