If it's all text based, select File > Translation > Export to save the text from your Storyline file in a Word document. Send the file to the translator, duplicate the course, and when you get the translated file back select File > Translation > Import. More information is available here.

There are two parts to this:
1. You can localize the Player Controls, e.g. the Next and Previous button labels into other languages, see here for info: https://community.articulate.com/series/5/articles/changing-the-player-s-text-labels
2. You can export the content of your project, translate it to another language and import it back into Storyline. See some info here: https://community.articulate.com/series/articulate-storyline-1/articles/translating-storyline-content
