Cookies Warning in Internet Explorer

Hello all,
First the basics: our LMS is SumTotal Learn 19.1; Internet Explorer version 11.706; Articulate Storyline SCORM activities published to HTML5.
A problem reported just in the last few days (no idea how long it has been happening). At the end of an activity - seems to be when the activity is sending completion data to the LMS - a popup warning appears, pictured below.
The text is "To allow this website to provide information personalized for you, will you allow it to put a small file (called a cookie) on your computer?"
This has happened with each Storyline-published course I have checked so far this morning. Any ideas?

Hi Michael,
Storyline and the LMS will rely on cookies to send the Suspend/Resume data back and forth. Perhaps your Internet Explorer settings changed and you're now seeing a security notice of that?
