I just completed my second course with articulate storyline (Update 1 1208) and I uploaded it in moodle 1.9.
I published it as LMS (SCORM 1.2) with LMS Reporting parameter Passed/Incomplete and tracking options: slides viewed (40 of 60). As I set the navigation restricted I am sure that users viewed every single slide, but in my Platform it seems they even did not start the course.

What browser are you using to test?
We had problems with tracking in IE10.

I tested it with several browser IE8, IE9, IE10, Firefox 22...
