I created a course (State of Ohio Standards) in the same manner that I create other courses and cannot, even with the help of the LMS group, get the course to register as complete. The below information is from the LMS company. Any help is appreciated.
It looks like you have tested this in the SCORM Cloud and it is showing complete in your jpg. You may want to take a look at this file here for troubleshooting steps.
I am sure if you share which LMS you are using, others may jump in to assist.
