I have 2 seperate courses that I am unable to publish to Review. It gets all the way to the point of saying "Uploading Course" but just stays there and nothing happens. I have had no problem publishing to CD and even preview works great on both.

In case you need to share the file privately, please open up a support case to the Support Engineers so they can take a closer look at your project file.
So did the repair and even tried to publish courses to review that I had been able to publish previously and they now don't publish either. My network administrator has validated that all permissions are granted.

Can you please confirm if you've already tried to import the file into a "new project", then save it using a different name, and hit publish again?

Try to import the file into a "new project", then save it using a different name, and hit publish again.
If you're still having trouble publishing it to Review, I would suggest to conduct a repair on your software.

If you cannot re-create the issue in a new course, I would advise to import the file into a new one and proceed.
If it's happening in any/all files, you should conduct a repair of your software as Khrystal mentioned.

I have imported the file into a "new project" with the same result. I will follow your recommendation and open a support ticket.
