Course Won't Complete (multiple Q banks)

I have a course with multiple assessments that will not complete.  I needed two assessments, so basically I used a passing score on the first two as a means to get to a third that is actually tracked.  But when I put it in scorm cloud, it won't complete.  

Any ideas why this might be?
