I received an email today from Articulate with a link: http://learn.articulate.com/custom-navigation/ It looks like a great way to make your course look like an app.
One question - is there a way to do this at the slide master level? Or would I need to build our the "app bar" on every slide? My course has about five sections with approximately 10 slides in each section, plus some complex branching scenarios so I'm trying to limit re-peat work where ever possible.
It sure can be done at the slide master level. In fact, there are several ways to go about doing this. I can put a Screenr together using the template you referenced, but in the meantime you can check out this Screenr that shows one way to use slide masters:
