Might be the length of my day today, but I am trying to create a flashing LED effect/animation in Storyline without much luck (I can do it in PPT, no worries but there is no pulse animation in Storyline). Also, I am sure there is a better way then making lots of duplicates and having them spaced out on the timeline (that is my plan c).
One option is to use an offstage, looping motion path animation that toggles a True/False variable. Based on that variable, you can changes the state of an object. See attached a rough example.

Or set a reciprocating animation based off of when animation completes triggers.
