You can't trigger a scrolling panel to move in Storyline 2. If you're looking for some how to/design help, I'd also suggest reaching out in the Building Better Courses side of ELH and see if there is anyone who can help! That side tends to focus more on those things where the Product forums tend to focus on technical issues, basic functionality, etc.

You can use triggers to start and stop motion paths. You can also group buttons inside of a scrolling panel so you might be able to achieve the effect you're after.
