I'm currently working on creating a Simulator where I need to create layers for certain icons which will remain constant throughout the project, however, I have to create layers and hotspot this on every slide which is a pain staking experience. Is there a way we can create this common layer and link it to the rest of the screen.

You can create layers in your master slide, along with your hotspots and icons. That would probably be your best bet.
