I am also interested in creating my own template. this sounds faster then modifying existing one. Do you have a tutorial on how to scratch from nothing, define size of scene, background colors, text box, navigation and menu button ?
You can create a template from a project as you can see in the documentation above, so sounds like your questions are more about getting started with Storyline. We have plenty of assistance for that:
Well you do have a long choice of template, and i know how to save as and
modify one, but that comes with all sorts of extra that may not be useful
for the presentation i am working one. I though there must be a way to
create from scratch a template.
I create everything, then save as a .story. When the time comes to start a new project, I load that project, do a save as, and delete all the slides. Brings in everything, including masters, player, colors, and all without fooling with templates.

I would advise to start a new project, make your modifications, do not add any specific content and then save as a template.
