You can insert and customize mouse cursors in Storyline to display as part of your course, whether in a screen recording or single-slide interaction. I don't believe there is one that looks like you're describing built into Storyline, but you could always browse for more cursors. Also, if you change the style of your cursor within your machine's settings, the screen recording should pick that up during the recording.
Can you do this, but instead of a yellow circle have it be a layer of visibility. So that users can only see a small circle around the cursor as it moves around the artboard? Trying to mimic the effect of a flashlight in a game I am building.

it works!
I downloaded Pointer Focus which adds a yellow circle to my cursor in my computer and recorded a new video in storyline.
