Darren, in SL360, you can put the player menu on either side of the display screen:
However, it will not show *over* the display screen...
I would suspect that if you spent the time to create a unique player template with an opaque background (I've seen a couple that did similar effects with an entirely white screen effect) you could probably give the impression of overlaying the menu, but that would be about it.
We are looking at moving to VeryUp and TeachUp which does it and so I was looking to see if Storyline could do it. TeachUp is basically Rise on Steroids

The mobile menu does that, you would need a way to force it into the mobile view.
