Dial Issue

I created this based on a free template that Nicole Legault shared. I am having trouble with the first stop on the dial. If you let go of the dial at the first stop, you can't grab the end of the pointer to move it to the second stop. This issue is present for the first stop on the dial and not the others. Is there something simple to fix this that I'm just missing?
Also, the dotted line border does not show up when previewing or publishing. It becomes a solid line.
I'm using Storyline 360, latest version.

There may be an object on the Dial1 layer that partially overlaps the dial needle underneath.
Thanks Michael! That helps! I had to make the text box in layer one smaller so that it wasn't over the position of the pointer when the value =1.
However, I'm not sure why this doesn't affect the other layers? The text boxes in those layers are also over the position of the dial.
