I'm currently working on upgrading courses to include more accessibility features. When testing the new dialog layer feature I ran what seems to be a bug.
When I use tab navigation to access a dialog layer, then close that layer and reopen it. Tabbing will cause focus to be lost and then tab no longer works.

I also experienced what you described above when using dialog layers, so I logged it as a possible software bug to our team and linked this discussion to the report.

I have some great news to share. We just released another update for Storyline 360. In Update 66, we’ve included important fixes and new features.
One of the fixes we’ve included is the fix for:
When using Dialog layers, re-opening a layer causes the focus to be lost when tabbing.
To take advantage of this update, launch the Articulate 360 desktop app on your computer and click the Update button next to Storyline 360. You'll find our step-by-step instructions here.
