When we initially purchased Storyline 2 there was no need to pay for an annual subscription. If we upgrade to storyline 3 we are going to incur more costs on an annual basis. There doesn't appear to be an incentive here.
Storyline 360 is part of Articulate 360, which has everything you need for the entire course authoring process. An annual subscription service, it’ll provide you with continuous feature updates to Storyline (unlike Storyline 3). Articulate 360 includes the latest version of Storyline, our new web-based responsive authoring tool called Rise, plus all of our other authoring tools. It also includes 3+ million course assets, an easy-to-use project review app, and live online training with industry experts.

Storyline 3 is a one off cost, storyline 360 has a annual subscription but you get all the other parts of 360 for this.
Storyline 360 is always the most unto date version of storyline.
