Different cmi.interactions.n.id for each learner attempt

Articulate Storyline sets cmi.interactions.n.id something as "SceneX SlideY MultiChoice 0 Z ". The problem is that if the number of attempts is bigger than 1, Articulate changes that Z number and it's hard to group the interactions from one learner together if the identifier is different for each question answered. No matter if the learner is in the same attempt or starts another, the Z number grows.
My question is if that approach is according to the SCORM 2004 standard? It says something like this:
"The cmi.interactions.n.id data model element is a label for the interaction. This label shall be unique at least within the scope of the SCO per interaction record.[1]"
My thoughts are that this id should be unique for every interaction, no matter how many times the learner answers to the interaction. Thanks!

We need support from your team about how can we send question data to the LMS when using SCORM 1.2 or SCORM 2004.
This is urgent, we are working with several courses.
Right now, our report is ugly and our client can't understand the questions, I'm sending an attachment of how we are looking this report.
