Disable Quiz after 3 Attempts

I have a set of quiz question in the training and it is set to direct to a contact page after a learner attempts three times and fails all three times. I was able to set this function properly after reviewing tutorials and discussions but I noticed that when the learner exits out of the training and reopens/relaunches the training in our LMS, the "Resume" option appears. If a learner clicks No, the training restarts. I set the result slide to "Resume at the Saved State" in order to prevent this from happening but doesn't seem to be working as intended. Am I missing something or setting this up wrong? I have attached the two screenshots with a bit of explanation. Any suggestions? I do not want any learners to retry the training or the quiz if they fail three times. Is it even possible?

Hi WiSeon,
You may want to force the users to resume by selecting "Always", and then you could include a "Review" button on the results slide that would allow the user to go back through the course to see the content. If they're reviewing the course, they won't be able to adjust the answers on the quiz questions.
