How can I disable text entry boxes when learners submit their responses?
I have a slide (see attached) with multiple TEBs and two feedback layers: correct and incorrect. The problem is that the TEBs remain active when the feedback layers display, and the learners can change their responses to make it look like they received the wrong feedback.
Here's a simple solution: a rectangle shape on both the correct and incorrect layers, positioned over the text entry boxes. The shape is filled, but set to 100% transparent.
You're right. The Tab Order you set for a base layer will appear on all of its layers.
Could having separate slides for the Incorrect and Correct feedback work for you? That way, if you like the design above, you can omit the transparent shape from the Tab Order.
In a current project, I have two slides that have been affected by this. The first slide can be split up in two as you suggest, but the second one isn't as simple as that because there's an audio file that plays over the top. The solution here will just have to be a complete change of the learning activity on that slide.
It allows the learner to change their entry if they want, until they click submit. Then they can no longer change it, even though they can type in the text entry box.

I don't think this is a sufficient solution, though, as you can still use the keyboard to tab into and change the text field.
I'm looking for something similar as I need to have feedback given to learner progressively as the slide progressively reveals "extension activities".

Definitely for this case (not mine) there would need to be separate slides. However I also posted in a different post (https://community.articulate.com/discussions/articulate-storyline/text-number-inputs-can-be-tabbed-to-even-if-they-are-on-hidden-layers-or-are-not-active-on-the-timeline) That I think there is a related bug (if something isn't visible, it shouldn't be tab accessible, and this also includes instances where objects only appear on specific time ranges in a timeline)

You can use these triggers, like in the sample:
