Here is an an example of a menu system that (I think) does something similar. The initial state of all buttons, except the first one, is set to Disabled. Then, as sections (this could be your levels), the next menu item (level) is enabled and so on.
Another question: Is there a way to show the learners that the next levels are "locked" (e.g. when they hover over the disabled levels, they are told it is disabled)?
Hi, how do I pop this lock icon into the disabled state? I'm assuming that it can be done by editing the state but I'm unsure of how it is supposed to be done.

Click the Edit state for the button, select the disable state and get creative as Phil has suggested
