do you know a way to create this in storyline or powerpoint? or a free software?

A previous employee created this and I wanted to duplicate it. It doesn't have to be exact. Do you know how to do this? I do not have Adobe suite. I am not sure where he created this.

Are you just looking to recreate the image, or was there a link to a course as well? If it's just the image - I'll leave that to our design orientated community members. If you meant to include a project link, that didn't come through - but you can always add it in using the "Add Attachment" button here.

Here's what I did in about 15 minutes in Powerpoint.
The point is not your tool, nor your ability, but how willing you are to take the time to create one detail at a time, and how willing you are to take the pains to make it exactly like you want it.
Just create one shape at a time, and stack them so the top ones hide what you don't want seen of the bottom ones, like the circles at the end of the gray rectangle.
Thank you Dave for your time. I did try to put it together in PowerPoint. I can see from your sample some of the things you did. That was helpful.
