As Flash Player is not supporting after December 2020, does it going to impact on the courses which publish format is HTML with Flash fallback or do we have to change the publish settings from HTML with Flash fallback into Only HTML?
Your published courses will continue to work if they include HTML5 output. Web browsers will simply ignore the Flash content and display the HTML5 version instead.
Your published courses will also continue to work if they include HTML5 output. However, if you have Flash-only courses, you’ll need to republish them to HTML5 before December 31, 2020 for them to continue working.
Rise 360 is HTML5 only - so no need to worry about Flash there!

As long as you have included the HTML5 content in your published output, browsers will ignore the Flash content as Tyler mentioned. If you're not sure if you included HTML5 output, I'd suggest republishing courses and uploading them to your LMS again, just to be safe!

Thanks for reaching out! In our support Article How the End of Flash Affects Articulate Apps and Courses we state the following:
Articulate 360 and Storyline 3

How will this effect courses and features in Rise 360. E.g. the flip cards, are they flash?

And what if we had a courses which is LMS published in Flash /HTML. Do we have to re-publish those too before December 31, 2020?

When publishing a course as HTML5-only,
index_lms.html
is the HTML5 file in the output.So, if your LMS requires you to identify the file that launches your course, simply point to
index_lms.html
