I have created one drag and Drop activity. There are draggables that have the same value and if we drag back the items from the correct field, even then the correct answer popup is displayed. This also occurs if multiple items are placed in the same field and one answer moves back to the original position. Please find the attached story file for the same and reply ASAP.

It looks like there are multiple drop targets, which is causing the hiccup. In with drag-and-drop question types, each drag item can be matched to only one drop target.
With that in mind, I created this short video of the current behavior with how to adjust the settings. I'm also attaching the modified file below so that you can take a look at the changes.
Another approach can be to create a pick-one interaction simulating a drag-and-drop, where you can have multiple drop targets. A fellow community member created this instructional video on how to set that up!

The issue here is that the learner will not drag in a particular sequence and even though the interaction is a pick one, since the options are the same, they can be interchanged with each other.

Thanks for sharing the sample file. We have checked the same, but this does not work for us as the drag options are the same and can be placed in any order in the respective fields. Even if the options with the same value are placed interchangeably, the answer should be correct.

A Pick One would allow the answers to vary as you mentioned.
