Drag and Drop items won't drop if not dragged

I have a scenario where I want students to drag clothes out of a closet and into a suitcase. I want all of the clothes to be draggable, but not all of them to be moved to the suitcase.
The correct answer is the t-shirt, jeans, sweater, and winter gear. However, when all four correct items are moved into the suitcase, the answer is not recognized as correct if the swimsuit and miniskirt aren't at least clicked - the interaction seems to think their starting location is not correct.
I can't just take these two items out of the interaction, because then they won't be draggable and it would be laughably obvious what the correct answer is. Does anyone have a solution?

see if the attached works how you want. I have changed it to a pick one freeform interaction instead of D & D.
try to exclude the wrong answers , as in don't give them a drop target, but keep them as a drag item in the form view
