An interesting, but frustrating discovery: when you drag items on a motion path, they visually show the drag path in Flash, but show nothing in HTML5. Thus courses in Flash give the user that visual feedback, but HTML5 does not. You can still drag/drop the items in either, but without that feedback, it's confusing as heck for the users. I doubt there are any workarounds, as a search turned up nothing on this subject, but if there are, let me know!
An interesting discovery for sure! Would you mind sharing your file with us so we can see first hand how this is being displayed?
You can do so by using the "add attachment" button in this discussion. Or you can share the file privately with our Support Engineers by using this link.
In addition to the published output, would you be able to share the source .story file? It'll help us get a clear picture of the setup, and we'll delete it after testing! Also, could I grab what version of Storyline you're using?
Yes. Here's the file. I've eliminated everything but the first slide because that's where the test is, so the initial output I put up varies (it includes other unneeded slides).

Sure thing! Here you go. Tested on Win 10 Enterprise (version 1709), latest version of Chrome.
Hello there, Mike!
In addition to the published output, would you be able to share the source .story file? It'll help us get a clear picture of the setup, and we'll delete it after testing! Also, could I grab what version of Storyline you're using?
Excited to dig in!
Yes. Here's the file. I've eliminated everything but the first slide because that's where the test is, so the initial output I put up varies (it includes other unneeded slides).
Hello Mike!
I went ahead to publish the course for Flash and then HTML5. I wasn't clear on the issue because I saw the same outcome for both. Here's what the course looked like on my end as I published to Web as HTML5 format.
Would you mind sharing a screen recording of what you see on your end?
