I am reworking a file converted from SL2. While the drag and drop feature works correctly on the preview, it only drags an does not drop/release when published to Articulate 360 Review in HTML/flash. The drop targets are set to tile, and there is not group or states.

First of all, I want to be sure that you are on the latest version on Storyline 360, which is now Update 15 as we've had a couple of fixes related to drag and drop interactions.
If you're on the latest and/or that doesn't resolve it, feel free to share a sample slide in a .story file so that we can take a look and understand what you're seeing.
