why are you building a drag item like this? You are moving the rectangle in the new state and change the state from the rectangle to the new state when its dropped on the hotspot. So what first happens is correct, the rectangle is shifted and not on the hotspot. What do you want to achieve with this?
Susi is spot on here--the interaction is happening the way it's supposed to.
You're telling the object to move X number of pixels up and to the right when it is dropped on the hotspot. That is why it's moving off the slide stage.
Instead, try using a Freeform Drag and Drop slide for this. And if you can tell us more about your end goal for this slide, we can help you further!
