There is something wrong with your drop targets and I am not sure what, if you set it to snap to centre you will see they don't unless you go very high and then they snap.
I would try deleting and reinserting new drop targets.
Thanks. I changed the shape to square corners and then added a shade to the drop target boxes - that resolved it - so there must be a small bug somewhere.
