Have you verified that the draggable object is placed ahead or behind of the background or foreground objects in the timeline? Based on whether you want it to be in the background or foreground, you can right click the object and select 'Send to Back' or 'Bring to Front'. Or just drag and drop the layer order within the Timeline (the portion in the timeline is draggable, not the name of the object)
