Yep, I have done this with an interaction of laying out a dining table for a bespoke five-star offering where it is required to place dishes and cutlery in a particular order. Revealing one item at a time is perfect for this type of setup.
Here's an article about how to create drag-and-drops in Storyline. You'll want to create a Freeform drag-and-drop and then go to the Drag-and-Drop Options (available from the Design tab on the ribbon when you have your d-and-d freeform slide selected) and choose reveal one at a time, as indicated by Susi and Michael :)
Also here's an example of a drag-and-drop interaction that reveals each drag item one at a time:
