Draging items behind other items

I am trying to emulate a tool that lets you drag and change an image within a frame. Now, I know how to emulate the zoom function, but I can't figure out how to emulate the draging. I tried to add a drag-trigger to allow moving the image. However that snaps the image back to its original position everytime you let go of it. Then I tried to add a freeform with a drag/drop. This lets me move the image, but it also automatically moves the image to the front, so it's not bound by the surrounding rectangles I used to cover up the edges. (see file attached)
Doe anybody have an idea how to do this? (if at all possible)

I think that this is something like what you are looking for.
I used a layer that shows when the timeline starts. Everything except the image and target are on the layer so that it creates a mask for the items on the base layer.
It allows you to move the image and when released it recovers the mask effect.
On the Form view, I changed the Drag and Drop Options to Free which allows the learner to move it anywhere.

Thanks Garth, it's not perfect, but it'll do. I got away from using layers a while ago and now do most things via triggers and states, so sometimes I forget to utilise them, even when they offer a more easy or in this case, better solution.
