If I'm understanding what you're trying to do, I think the closest you'll get is by using the technique that Jeanette outlined over here. Take a look and see if that if that'll work for you.
Now, using that method you will still have separated question banks. So they questions from each bank won't blend together or get randomized together.
I know this won't accomplish exactly what you were hoping for, but I do hope it helps.
