Duplicate slide layers-not allowing me to edit triggers

I tried searching for the answer as sure it's an easy fix, but I'm stumped.  I've created presentations before with no problems doing the same thing but this time it's stuck.

I have a slide layer with various photo icons on it.  I want to add a slide layer to each photo for more information.  For some reason when I set up the trigger on the first photo to display the appropriate layer, it is creating that same trigger (to display the first layer) on every other photo icon.  Usually I can just click each photo icon and edit the trigger, but it is not allowing me.  It is changing ALL the photos to whatever trigger I am setting a layer to.
