As far as the zoom, yes! You would use "Insert" then "Zoom Region." It places the green box over the slide.
In the timeline at the bottom you would then drag the zoom region to the point in the video that you would like it to zoom into. Adjust the width of the actual "zoom" box in the timeline to adjust the timing.
I don't know for certain about cutting a portion of the video in the middle, trimming each end is about all I have done.

Hi, Shane is correct. You can trim the ends but can't cut anything out of the middle.
