If you are using an LMS, question data can be communicated to the LMS as long as you use a Results Slide to capture the responses of each question. Without a Results Slide, you will not be able to see your learners' responses. Also, this article describes the data that is communicated to the LMS by Storyline. What the LMS does with the information, or which data is made available to you, might vary by LMS.
If you are not using an LMS, there isn't a way to capture learners' responses to quiz questions unless you build the quiz using the methods described here.
