Using the Jump to URL/File trigger will allow you to open one in the current or a new browser window. I don't know if you can open one inside the player itself, because I don't think insert web object will work for a local file.

Do you have it as a local web object that you could link in? That should work in Storyline and once you publish it, it'll be viewable within the Storyline player frame.
Let me know if I'm misunderstanding or need something else.
